The Draken Harald HÃ¥rfagre sailed across the Atlantic and was to visit ports along the Great Lakes, ending in Duluth as part of its tall ships festival.

 Red tape, bureaucracy and an unexpected $400,000 bill threaten to doom the Draken Harald HÃ¥rfagre’s visit to America.
