A low pressure weather system is moving into the Northern California area with HAARP-generated high pressure positioned on top of this system to prevent further strengthening and development.
Meanwhile, the Jet Stream flow and its associated moisture field is being disrupted as it moves through the Southern California region.
CA should be getting prolonged periods of rain, but what we're seeing once again is that the Jet Stream's moisture field has been interrupted by the HAARP-generated high pressure zone which is evaporating the moisture field and cutting off the flow into California.
The incoming low pressure system is not intensifying because of the HAAP energy focused on it.
But once this system of low pressure moves though California, it will rebuild like the system now over Texas (this system was over CA just a couple of days ago).
The transmitter operators are maintaining high power over the weather systems while they move over California, but allow them to rebuild / strengthen as they move East.
Note the size of the system now moving over Texas!

The National Weather Service has
said an EF-4 tornado, which is the second-most powerful with winds up
to more than 200 mph, hit Garland. Eight people died there, 15 were
injured and more than 600 structures, mostly single-family homes, were
damaged.
It has caused tornadoes and wild weather because it was a colder North Pacific system mixing with much warmer air from the Gulf of Mexico waters which are still warm 72-83F.
