A HAARP generated blockade of high pressure is being installed off California to block two weather systems offshore.
This blockade began to develop this morning and is not accurately depicted on the Surface Analysis maps (what a surprise....).
A separate trough of low pressure is making its way South into California from Oregon and this system was forecast to deliver significant rain to Northern and Central CA.
Looking at the blockade take shape, it doesn't seem probable that Southern California will see any rain from this weather system.
